Comprehensive Plan Update

The City of Green Bay is soliciting proposals from qualified planning firms or consultant teams to update the City of Green Bay Smart Growth 2022 Comprehensive Plan, which was adopted in 2003.  It is the desire of the city to utilize a Neighborhood/District/Corridor plan approach consisting of dividing the city into “neighborhood districts” and selecting a limited number of special districts (e.g. downtown) and corridors for specific focus (e.g. East Mason Street Commercial Corridor), creating a vision for not only the overall city but also for each district, special area, and corridor selected. 

The update to the City’s Comprehensive Plan has the overreaching objective of providing the City Council, Boards and Commissions, staff, residents, businesses, and the overall development community with a comprehensive, rational, and coordinated tool to guide the City’s decision making and development. The updated plan will also help maintain collaborative relationships within the community, surrounding neighbors, and other governmental entities.

Plan Adoption

This plan was unanimously adopted by the City on April 2, 2003, and is in compliance with the State of Wisconsin’s Smart Growth requirements. The preparation of the Plan relied heavily on the participation of the citizens of Green Bay. The Plan provides City leaders with a guide to use while assessing policy and development proposals.
