Building Plan Review Process
New Construction
New construction designs shall be compliant with all State and Municipal Codes. Relative to plan review and permitting, the City of Green Bay is in compliance with State ACT 211 and requires all applications to be initiated online through the DSPS website. Reference our New Home Guide (PDF) for complete instructions, DSPS online link, and all necessary forms. Be sure to follow the ACT 211 instructions and submit paperwork to City Hall, Room 608.
Alterations/Repairs
The following projects require a floor plan and/or building plan submission:
- Basement remodeling
- Interior alterations changing floor plan
- Stoop, stairs, ramps smaller than 25 square feet, landing
- Structural alterations
The following projects require a project description:
- Fireplace or chimney
- Foundation repair
- Moving buildings
- Roofing
- Siding
- Window/Door replacement
- Wrecking buildings
Building, HVAC and Plumbing Plan reviews are required for all commercial projects. They all must be submitted and approved before a permit is issued and work begins. The State currently does not require the submittal or review of electrical plans.
Building & HVAC Plan Review
The City of Green Bay has been granted plan review authority by the State of Wisconsin. The City can provide plan review for all building and HVAC projects requiring State Plan Review except for those plans requiring Department of Health Services (DHS) review, those buildings exempt under SPS 361.02(3) and fire protection system approvals. Designs shall be compliant with all State and Municipal Codes. The plans must be submitted and approved before work begins.
The City’s submittal requirements are the same as the State’s with minor differences. The State form SBD-118 (PDF) is used for submittal along with 4 sealed plan sets and a copy of required supporting calculations. For calculating review fees, use the lower fee table on the SBD-118 form and include the $100 submittal fee. Fees for a plan review can be paid with cash, credit card (a 3.5% fee is applied), or by check (made out to the City of Green Bay). The City does not accept electronic plans, and the City does not invoice fees. The submittal package shall follow SPS 361.3 and be submitted to City Hall, Room 608 to the attention of the Plan Review Administrator.
Electrical Plan Review
The State currently does not require the submittal or review of electrical plans. All work shall be compliant with all State and Municipal Codes.
Plumbing Plan Review
Plan reviews are required for all commercial projects requiring plans. When more than 5 fixtures are involved on the project (counting both internal and external) then plans are required to be submitted to the City, rather than the State, unless those plans require Department of Health Services (DHS) review and/or they contain bio-infiltration as part of the storm water management plan. Only the bio-infiltration portion of the site work is reviewed by the State, the rest of the external plumbing is required to be reviewed by the City. The plans must be submitted and approved before work begins. Designs shall be compliant with all State and Municipal Codes.
The State form SBD-6154 is used for submittals. The City does not accept electronic plans, and the City does not invoice fees. Fees for a plan review can be paid with cash, credit card (a 3.5% fee is applied), or by check (made out to the City of Green Bay). The submittal package shall follow SBD-6154 and be submitted to City Hall, Room 608.
