I. PLAYER ELIGIBILITY
To be eligible for competition in our Table Tennis Leagues, an individual must:
A. All players must be a minimum of 10 years of age to participate. Player divisions will be determined as necessary.
B. A player registration fee shall be established by the Parks Committee prior to the start of the season. This fee must be paid by the deadline established by the department for a player to be eligible for participation in league play.
League play will be on Wednesday nights from 6:30-9:00 p.m. at the Franklin Middle School Small Gym.
A. Each player must be registered with the Parks & Recreation Department before participating in play. Registration includes payment of player fees.
A. All games will start on time.
V. PLAYER CONDUCT
A. Any unsportsmanlike tactics, profanity or derogatory remarks by a player may result in ejection from the game and facility and/or suspension form league play.
B. The building attendant is a representative of the Parks & Recreation Department and is not expected to tolerate abuse.
C. Players not abiding by these rules or other policies and regulations established by the Parks & Recreation Department will be dropped from the league. No refunds.
D. In all situations the Green Bay Parks, Recreation & Forestry Department reserves the right to suspend players from any league play as deemed appropriate.
E. Drinking of alcoholic beverages will not be allowed in any facility or grounds. Failure to follow this rule will result in a forfeit and a player suspension.
A. Games may be postponed by the Parks & Recreation Department only.
B. In the event of a cancellation, the Recreation Department will decide by 4:00 p.m.

VII. SITE CONSIDERATIONS
A. The Green Bay Parks, Recreation & Forestry Department is not responsible for lost, stolen or damaged personal belongings.
B. Due to other programs in progress, players should not report to the first game of the night more than 10 minutes prior to game time.
C. State regulations now prohibit the use of smoking materials on any school property or at any school function on non-school property (including outdoors.)
D. A limited amount of equipment (balls/paddles) will be provided.
VII. PLAYING RULES
A. A game shall be won by the player first scoring 11 points unless both players score 10 points, then the game shall be won by the first player gaining a 2 point lead.
B. Matches are scheduled for 15 minutes. A match will consist of 3 games – all 3 games shall be played and scores should be reported to the attendant by the player who won the match – scores should be reported as 3-0 or 2-1. In case a match reaches the 15
minute time limit the player ahead in the game will be given the victory. If all 3 games have not been played, the remaining games will be counted as ties.
C. The player listed first on the schedule will be given the choice to serve, receive or start at a particular end for the first game. Serving first and side will alternate after each game.
D. After each 2 points have been scored, the receiving player shall become the serving player and so on until the end of the game, unless both players score 10 points then the sequence of serving shall be the same, but each player shall serve for only 1 point.
E. The service shall start with the ball resting freely on the open palm of the server’s stationary free hand. The server shall then project the ball near vertically upwards, without imparting spin, so that it rises at least 16cm after leaving the palm of the free
hand and then falls without touching anything before being struck. As the ball is falling, the server shall strike it so that it first touches his court and then after passing over or around the net assembly, touches directly the receiver’s court.
F. The service shall be a let if the ball touches the net assembly, provided the service is otherwise correct.
G. The return shall be struck so that it passes over or around the net assembly and touches the opponent’s court, either directly or after touching the net assembly.
H. A player shall score a point if his opponent fails to make a correct serve, fails to make a correct return, if the ball passes over his court or beyond his end line without touching his court, after being struck by his opponent, if his opponent strikes the ball twice
successively, if his opponent touches the assembly, if his opponent’s free hand touches the playing surface or if his opponent moves the playing surface.
I. Any play that is questioned will be a redo.
